Care of the elderly


This is the largest area of responsibility for the social services of the municipality. It is well developed with home care as well as specially adapted housing. Home service and home healthcare is provided in order to give every person the possibilities of leading a, as normal as possible, life in their own homes and adapted to their different requirements.
The home service is measure-aimed at fulfilling an actual need. The service can be reconsidered if conditions change, for the better or for the worse.
Some 208 persons live in seven specially adapted housing locations in the municipality. The municipality is liable, by law, to provide specially adapted housing for persons in need of this care, no longer being able to stay in their own homes. An individual assessment is being conducted for each case.  
The dementia-team, comprised of a nurse and assistants, is available for helping patients with dementia illness and provide support to relatives.
We work with voluntary organizations in establishing meeting-places and assistance-services.

Care for the handicapped


The law of support and service to handicapped (LSS) is aimed at giving persons participating in an LSS-circle better possibilities of personal development, an independent life and eventually become participants in society at large. Torsby municipality has a very well developed rehabilitation programme comprised of group accommodations, daily activity programmes, student home activities and other activities in accordance with the LSS.

Individual- and family services


The social services committee is responsible for ensuring all persons staying in the municipality a reasonable standard of living. This includes economic counselling and, if needed, economic support. Economic support is a “help to self-help" and is usually provided if the person cannot find work and when other  help- or support measures are inadequate.
The social services can also provide other forms of support, assessed from the needs of the individual or the family, like in cases of drugs- or alcohol related problems, adoption and child custody issues. The social services committee is responsible, by law, to guarantee that children and adolescents can grow up under beneficial conditions. This means that the social service department always direct much of their efforts at preventive work, in order to hinder the rise of social problems.

The Municipality has an agreement with the Swedish Migration Dep. to accept 12 refugee children, arriving without relatives. The social services are responsible for this activity and has established a special housing with  room for 12 children,
ages 13 -18.
